HAINAN GOVERNORS VISIT TO THE EASTERN CAPE

Today the Premier of the Eastern Cape Rev MA Stofile and the Governor of Hainan Province of the Peoples Republic of China Mr. Wang 
Xiaofeng held a two-hour meeting at Mdantsane Hotel to build stronger economic development ties between the two provinces.

Mr. Wang led a fifteen-member delegation of top government and business representatives on a one-day visit to the Eastern Cape. The leaders 
discussed a range of issues and areas of improved cooperation, which include education curriculum change and improved accessibility of 
education to the previously underserved people, economic development and investments as a fundamental and long term solution to issues such 
as crime and development of agriculture including fish farming in order to improve food production and create jobs.

Mr. Wang also extended an invitation to Premier Stofile to visit his province with a business delegation. Premier Stofile confirmed that 
plans would be made to visit Hainan so that all potential investments and joint ventures can be identified for implementation during the 
third visit of the Chinese to the Eastern Cape. The Premier also undertook to sort out problems related to the incentive schemes which 
expired at the end of last year and also to assist the TV company base in Dimbaza in this regard. Premier Stofile said the concerns raised 
are similar to those raised by a number of business delegations that visited the Eastern Cape over the past month and weeks, the issue of 
expired incentive scheme for investors.

The Chinese delegation, which included the President of Shiny-Day Industry Group Limited also visited the R25 million sister TV 
manufacturing company established in Dimbaza about 18 months ago.

 EASTERN CAPE AND HAINAN PROVINCES GROWING RELATIONS

Relations between the Provinces of the Eastern Cape (South Africa) and Hainan (Peoples Republic of China) started in 1995 with visits to 
the Peoples Republic of China by a number of top Eastern Cape government officials. Subsequent to those visits the Hainan Province 
invested about R25 million in the Eastern Cape by establishing a Television manufacturing factory in Dimbaza.

The February 2000 visit by Hainan Governor Mr. Wang Xiaofeng and his fifteen-member delegation is the first visit by the government to the 
Province of the Eastern Cape and is set to build and further improve the relations between the two provinces.

The delegation, which arrived yesterday, will leave tomorrow morning. The delegation (excluding the Governor) met representatives of the 
Centre for Investment and Marketing of the Eastern Cape (CIMEC), Senior Officials of the Department of Economic Affairs and Tourism and 
some business representatives at Mdantsane Hotel this morning.

At 11:00 the Governor will meet the Premier of the Eastern Cape Rev Makhenkesi Stofile. Thereafter a combined meeting of all the 
delegations will meet at 11:30 (media is welcome to attend). In the afternoon the delegation will visit the Shiny-Day TV factory in 
Dimbaza.

Background about Hainan Province

Hainan is one of the PRC provinces with the highest economic growth rates, which have been described as astronomic or phenomenal. Its 
economy is based on a range of products and services. They include the mining of over 50 kinds of minerals such gold, iron, copper, lead 
and titanium; tropical cash crops such as coconuts, pepper, sugarcane, coffee, pineapple, banana, tea and rubber; around 600 types of 
aquatic products such as prawns and seaweed as well as oil and natural gas deposits. Despite its rapid industrial development Hainan 
province still boasts of 51% forestation and plans to increase its forest top 65%. For this it is hailed worldwide for environmentally 
friendly development. Hainans economic growth has been attributed to mainland operators that have established 8 000 commercial and 
industrial enterprises in the Province since 1988 and to a large number of skilled labour and engineers that have migrated there.
